Place new tiles with left clicking on the existing tiles. Most tiles can be placed on the water tiles. Water tiles can be placed on both land and water tiles. Cities must have at least 2 tiles between them.

The world lives its own life. You can see the scenario goals by hovering over the globe icon on top left. You can see your next tile to be placed on the bottom left. It can also be raise land action that raises random land. The monsters appear on wasteland tiles.
