The goal of the game is to convince the island's 7 cities to pledge their unwavering loyalty to the crown, raising a green flag to indicate their enthusiasm. While dodging pirates, travel around to engage the townsfolk in various encounters to try to increase their support for the Glorious Empire; sway votes in parliament, quell angry riots, and conduct civilized discussion with the heads of state.
